Also, in the docs there is the following warning:

"WARNING: if the sending time is too late, Sympa may not be able to process it. It
is essential that Sympa could scan the digest queue at least once between the time laid
down for sending the digest and 12:00 AM (midnight). As a rule of thumb, do not use a
digest time later than 11:00 PM." (20.4.9)

Does Sympa purge the spool where it's storing emails waiting to get included
within the digest at midnight?

No but if you configure the list to send a digest every monday at 23:59, then Sympa might miss some digests because it won't send it at 23:50 and won't send it at 0:01 the next day (because it's no more monday). This period of time might be too short.

Finally, there's an option to send digests with a maximum of (say) 25 emails
in each digest - are digests sent out when that number is reached or does it
wait until the predefined time and send multiple digests?

If a digest is split, the trigger is still the time and days configured ; therefore all digest messages are sent at the same time, ie hypothesis number 2.
