I tried specifying the host as "ldap.foo.bar:636" but that doesn't appear to work. Should that be working just fine, indicating my problem lies elsewhere, or does include_ldap_query only support LDAP and not LDAPS?

LDAPS as external data source been added recently. you can fetch it from CVS distribution (dev branch). You can run the dev version or wait for it as a release and use stunnel as a temporary solution.
