The problem (using 4.1.x):
One of our customers established more than 100 lists. All are public (how 
stupid!). Now the spammers are abusing the lists. I recommended to switch 
all lists to "subscribers only".
But: In fact, there are some users (absolutely correct) that send to 
lists, to which they are *not* subscribed.

I recommended to subscribe all users to all lists and set the users, who 
should *not* receive mails from that specific list to "nomail". But there 
are 100 lists and about 1200 subscribers. It would be a pain of doing 
this via the webinterface.
  
What you may do to make the transition period easier is to configure list in a way that message from non subscriber are
  1. authenticated
  2. then they are submitted to list editor.
!is_subscriber([sender],[list] smtp,smime -> request_auth
!is_subscriber([sender],[list] md5 -> editorkey
...

The first rule is ok to remove 99.9% of spam.
