No currently there is no way to have such a behavior.
What could be done to provide it : add a new notify_sender() action is 
authorization scenario rules. This action would parse a file and send it 
back to the user. A template file would be given as a parameter. This 
requires extention of the scenario rules parser (in List.pm) and also 
requies that all places that call request_action() are able to take this 
new action into account.

I suggest you add a feature request for that, unless you are able to 
contribute yourself :
