The mailing list for listmasters using Sympa

I have my sympa.conf   "create_list     private_listmaster" , but
Logged in as listmaster, but unable to create lists in web intarfece

when in sympa.conf it is "create_list     public_listmaster"  ,
nonsingle listmaster it can create lists if not also the subscribed
ones  in in web interface

that esenario he is the correct one so that single listmaster can
create lists via web interface ?
