Ok, I tried one other thing: I changed
~  [% IF is_editor %]
to
~  [% IF is_owner || is_editor %]
in list_admin_menu.tt2

When I now log in as owner, I at least see message moderation menu
entry, but it still does not work if I am only an editor.

(When I now select the link, I get
~ "modindex : you are not allowed to perform this action"
Where can I change this? I would prefer it if owners could see the
messages that need moderation.)
