The mailing list for listmasters using Sympa

I've tried setting up Sympa, and I have it all mostly working, except, I 
can't get wwsympa to actually create a mailing list as the system-wide 
listmaster.

When I try to make a mailing list called announcements, I get in the logs:

Sep  8 19:05:04 valhalla wwsympa[39865]: No such list announcements
Sep  8 19:05:05 valhalla wwsympa[39865]: Parser [226] parse_tpl() in  : 
missing template parameter

And wwsympa just gives this error:

unable_to_create_dir

What does all this mean, so I can figure out how to fix it?
