Dear Alvaro,

The privilege for sending a message to a mailing list is configured in the 'config' file with the 'send' parameter. Configuration can be edited via the web admin interface (but you may be aware of that).

You should try setting the 'send' parameter to 'editorkeyonly', which has the following behavior :
"Moderated, even for moderators"
