Yes, or it might have the wrong owner.  In fact the copy of wwsympa.fcgi that

was running had the wrong owner (which I think explains the include2 problems
also).  I made things harder on myself by trying to upgrade Perl at the same
time.  Oh well, sorry for the noise.
