Hi Chris,

Sympa is using CPAN's CPAN module to automatically install required 
modules. The CPAN module tries to contact cpan.org servers using 
different tools including LWP, ftp, ncftpget, lynx.
Unfortunately it won't work for most of them if you're behind a firewall.

Changing to FTP Passive should make things better ; therefore you should 
set env variable FTP_PASSIVE to 1 before running the make :

   % setenv FTP_PASSIVE 1 ; make
