The scenario create_list is evaluated twice :
 -one to decide about the display of the "create list" button
 -one when submitting the creation list form

So, the problem is not related to create_list privilege. May be your
cookie as expire when submitting the form, or some  access violation
when creating a new directory for the list or ... Logs should tell you
about it. Remember that 3.3.5 version allows to define log_level in 
wwsympa.conf (or robot.conf).
