The mailing list for listmasters using Sympa

I have created a robot list... everything seems ok, but I am not getting
access to create a list.  I am listed as the listmaster in the robot.conf
and in sympa.conf.  I DO get the create button when I login to the main
hosting site.

Any ideas?

I've tried copying over the scenarii, templates, and wws_templates folders
and contents into the robots folder and restarting sympa with no result.
