I've resolved this, by moving topics.conf from /etc to
/home/sympa/bin/etc

All I have in there right now is:

test
title test
visibility conceal

and this seems to have killed all the error messages being logged
by wwsympa. It might be good to have an error logged, expicitly
saying topics.conf hasn't been found, IMHO.

However, the below is still occuring:

It looks like the html that should go out on a request, is being
squirted back into my log, and then wwsympa.fcgi is exiting.

This happens whether or not I have a 'FastCgiServer' line in my
VirtualHost. (Happens immediately on server start with, and starts
on first attempt to get /wws, without.)
