No create_list.conf is only used to hidde part of available
create_list_templates

All you have to do is set the 'create_list' sympa.conf parameter.
Example:
create_list intranet
This parameter that defines who is allowed to see/fill the create_list form,
uses
a scenario ; therefore you can customize it to your needs.

Actually the edit_list.conf only defines what parameter is editable/readable
;
maybe it should thereby defines who can create/close the shared...we have
to think about that.

LDAP 2-level is a distinct conf parameter. You need to add (we also need to
add it to the default edit-list.conf) :
include_ldap_2level_query owner,privileged_owner hidden
