The mailing list for listmasters using Sympa

Hi,
I've just added 150 people to a new, still pending, mailing list using 
"multiple add" from web interface; then every person was warned about the new
list with the usual subscriptionm message, BUT THE LIST IS PENDING!
I thought that no messages would be sent unless the list were open, but
it isn't so. Why? Is it correct?
