I don't know Qmail, but I can provide elements to understand what's wrong :

o queue program aims at storing messages in spool/msg/ directory
Did you have a look in that spool ?

If the file has been created, is sympa.pl daemon running ?

o Did you try sending a message using "mail -v" to sympa ?

o queue prog needs setuid-bit.
Is it correctly set ?
What is Qmail behaviour with setuid-programs ?
