This is a bug of version 2.2.7 which has been fixed.
Sympa consider empty reception field as «mail» but didn't expect
explicit «reception mail». In your situation, default_user_options
forces reception field to «mail» which was interpreted by Sympa as
«nomail» ; Consequence : sympa doesn't send messages to the subscriber.

You can either apply a patch yourself or update to a patched version.
patch: http://listes.cru.fr/sympa/distribution/patch/patch.maildefault
sympa-2.2.7-1: http://listes.cru.fr/sympa/distribution/
Thanks.
