The mailing list for listmasters using Sympa

Hi,

I have sympa 2.2.7 on linux, with perl 5.005_03 and all the required
and recommended modules.  I set up a test list, using plain flat file
repositories for subscribers, and have noticed that sympa will not 
send mail to newly added addresses until I restart it.

the logs go like this:

but sympa doesn't even look at the subscribers file:

The settings for users and data sources in 'config' are as follows:

default_user_options
reception mail
visibility noconceal

user_data_source file

and the users are indeed being subscribed with 'mail' enabled:

Is there something wrong with my setup, is this a bug in sympa, or 
where should I be looking?
