hello people,

Soji pointed out on IRC that i used the double licence for Sympatic.
I did it as i really think Sympatic could be used by other projects
so i reused the default of CPAN about it. i use CPAN since circa 1995
and never saw any problem with it as the defacto usage for distribution
is GPL.

But i have no strong opinion on it: please choose another policy if you
want.
