Of course yes!  I usually use japanese edition:

...but somehow, publisher of japanese edition omitted whole of
chapter 19 and appendices...  So I have to refer english edition on
these parts...

Although I agree to not all of 256 recommendations by Conway,
I agree to your proposal on the whole.  I have no more disagreement
except that I had already written.
