I now see from Thomas Berry's email where in the code the distribute/bad
spool would be getting cleaned out.

hmmm. We are not specifying distribution_mode="fork", yet this spool is
clearly being used. And also, despite that I now see how it should be
cleaned, it is not being cleaned. It has messages in it from June 2009 up
until today! we are running 6.0.1.
