Hello,

We have had the problem of users signing up for a list, and then adding tens 
of thousands of users; each recieving a welcome message...  all while the 
list status was still pending.

Here is a patch we have used to correct the behaviour of sympa so that only 
lists that are 'open' may have subscribers added to them.
