Per robot (it will be compatible with the futur virtual robot definition).
You will easilly patch wwsympa in order to do what you want.
It will look like :

open CONF ~sympa/expl/edit_list.conf unless 
     open CONF ~sympa/expl/<listname>/edit_list.conf

We will introduce your patch if you produce also the documentation ;-)
