Announcements of new sympa release

The main changes of this version are :

  o New features:
        * Add --keepcopy option to keep a copy of incoming
        * messages 
        * WWSympa: Notices are different from errors. Create
          new templates 
        * Attempt to restore lost connexion to syslogd 

  o Changes :
        * New spanish dictionary (J. Roman) 
        * Change default create_list for reverse compatibility 
        * look for global header/footer in ~sympa/etc/templates/ 

  o Bug fixes :
        * Could not delete owners/editors from WWSympa 
        * Documentation: Lots of corrections for "good english"
          compliance (D. Lewis) 
        * Use original msg file for S/MIME signature checking,
        * moderating process and message confirmation 
        * Messages to be approved were not sent to editor (unless
        * editorkey) 
        * bug in encryption since 3.1b5
