For what it is worth, that works for me in Sympa 6.2.76:

[root@lists-2 sympa]# sympa config "bounce.warn_rate=0"
/etc/sympa/sympa.conf have been updated.
Previous versions have been saved as /etc/sympa/sympa.conf.20250604210123.

[root@lists-2 sympa]# fgrep bounce.warn_rate /etc/sympa/sympa.conf
## bounce.warn_rate
bounce.warn_rate        0
