No, seems not suffices. I've done:

        cd /etc/sympa/mail_tt2/
        mv moderate.tt2 moderate.tt2.old
        systemctl restart sympa

I've no other custom templates:

        root@mail:~# find /etc -name \*.tt2
        root@mail:~# 

But still i receive email without moderation token; dist template
(/usr/share/sympa/default/mail_tt2/moderate.tt2) have:

        [% IF method == 'md5' -%]
        [%|loc(mod_spool_size)%]%1 messages are awaiting moderation.[%END%] 
        [%|loc%]To view the messages, please click on the following 
URL:[%END%] <[% 'modindex' | url_abs([list.name]) %]>

but i receive:

        Ci sono 3 messaggi in attesa di moderazione.
        Per visualizzare i messaggi in attesa puoi cliccare il link 
sottostante: <https://lists.pnlug.it/wws/modindex/lug>
