Wait a minute .........  I think I just spotted something.

..... Is this failing because the code is trying to check for the 
existence of the file, and create it if not present, *without actually 
expanding $SYSCONDFIR first*?  In other words, trying to create it in a 
directory *literally called* '$SYSCONFDIR'?
