Hi David,

Thanks for the reply.  We are cleaning up a mess here created by the people (who are long gone) who implemented our original server.  Currently we are upgrading from 6.1.28 and the person who set this up modified that file giving owners the same rights are privileged owners.  Now we have over 7000 lists that we are migrating to our new server and literally thousands of them don't even have a privileged owner anymore.  

We would really like to just modify the permissions in the same way rather than make every owner in the database a privileged owner using a db script.  The bug you posted below would only amplify our problem and we do plan on using 6.2.68. 

Any thoughts on if modifications of that file are still possible?

Probably teaching my grandmother to suck eggs here, but:

People who are "privileged_owner" can modify owners and moderators.

Normal owners cannot. "privileged_owner" isn't the default for new
owners: you have to tweak the dropdown to select "privileged_owner".

_However_:

There is also a bug in 6.2.68 which should be fixed in 6.2.70:
