The mailing list for listmasters using Sympa

I can check list owners three ways; web interface, send an email to the system (info listname), or check the config file on the server.  The web interface does not match the other two ways.  As far as I can tell the list on the web interface is correct and that is what the system is getting the information from to operate.  For instance if someone tries to do an administrative task like approve an email for distribution, that owner has to be on the web interface list.  But if one of the owners wants to send an email to the list to pull all the information (info listname) then the email that gets returned sends back old data.  It's like at some point the system stopped updating the config files or something like that.  So it appears that this is a "display" error as the system is functioning correctly but it's just displaying incorrect data if someone tries to pull that information from anywhere except the web interface.  I am assuming that the email route checks the config files and returns the users in there but the web interface gets its data from a database or something.  Is there a way to debug this and figure out where the issue is?

I have tried to do a ./sympa.pl --reload_list_config --listname to see if that would unstick something but nothing happened.
