The owner should be defined as a privileged_owner.

You could also modify (or add) the file edit_list.conf either in general
configuration or in robot or list configuration, where you can set all
the privileges for editing list configuration.
There are line like:

  editor                          owner                           read
  editor                          privileged_owner                write
