Ahh... a pointer.  Playing with mhonarc config settings.  Why didn't I think of that?

I think you can control this by setting appropriate options in the mhonarc configuration, which builds the archived page from the email.  I seem to recall having our archiving holding HTML messages, with various HTML tags modified (mailto links were removed, but images and other links remained, and script and other dangerous tags were removed).

So I'm pretty sure you can have HTML archives (suitable cleansed of dangerous HTML), but it was too long ago now to remember details.
