Yes, looks like MIME::Lite::HTML is abandoned. There are open pull requests 
aiming to resolve the failures in the make test run.
In my perlbrew based installation on centos7 skipping the tests seems to work 
without problems.
# MIME-Lite-HTML-1.24 is known to fail tests, thus make 2nd attempt without 
tests
cpanm MIME::Lite::HTML
cpanm -n MIME::Lite::HTML

On centos 7 you could  use perl-MIME-Lite-HTML-1.24-8.el7.noarch from EPEL 
repo.

I also am trying to install Sympa as well and ran into this problem.
The module will not install because it fails most of its tests.  I tried
through cpanm, cpan, and downloading the source and using make.
The “make test” fails.  CentOS does not have an rpm for it.

The perl module MIME::Lite::HTML fails to build on Ubuntu 19.04.
According to the Ubuntu man page, it is unmaintained and deprecated. I
was considering switching my mailing list to Sympa, but this is not a
good start. What's going on?
