The only real way to do this is to create a master-list over the multiple lists, and send to that.  Here's how it would work.

Lets say user "Alice" is on lista and listb.  If you send your email to both lists, then of course she gets two copies (possibly modified differently by each list).

So, you can create listc, which is a hidden list, and uses lista and listb as external datasources for its membership.  Generally, you would disable subscription to this list (as people would instead join lista or listb instead).  Note that this is not the same as adding the two lists as 'members' of listc (which is how this had to be done in the past with services such as Mailman).  The new listc is a completely separate list but its membership is synchronised with the lista and listb membership.

When you want to send to both lista and listb, you instead send to listc,  This sends to all the members of both lists, but - importantly - it dedupes so that Alice only receives one copy.

The problems with this solution are 

- Self-unsubscribe may be a problem as they would unsubscribe for listc bot not form lista or listb

- You would need to remember to use listc rather than crossposting to both lista and listb

- This new list is configured separately from A and B and so means potentially more work.

This method was used at my previous employer and worked well as a solution.
