the slapd log might have some useful hints … sympa and slapd might not be 
able to agree on a ciphersuite - but this is only a stab in the dark.

in your perl script, you don't seem to use ldaps. for debugging the issue, it 
might be a good idea to use plain ldap in the sympa config as well. also, 
sympa doesn't do anonymous binds, but your perl script does - that could be 
relevant as well.
