You can use the various list scenari to define what list owners and
moderators can do; so you can restrict things further there.

You can also use the edit_list.conf file to specify which list configuration
items are configurable by priv_owner, normal_owner, and editor.  This can
let you give normal owners the right to update the list of list
owners/editors.
