Not much difference.
The only difference between ‘private’ and ‘confidential’ is that, when a message from a non-member is rejected, ‘private’ notifies the sender, whereas ‘confidential’ simply quietly drops it.
You can view the logic in the scenari/send.private and scenari/send.confidential files.
