I think we're misunderstanding each other -- I considered 'copy list 
configuration' and 'clone list' to be the same thing.  Do you mean something 
like, copy the configuration, plus the current membership list?  If so, then 
it is just a 2-step procedure, as you can export the members of the original 
list and import into the second.  Otherwise, I don't know what you consider a 
'clone' option would do that the 'copy' option does not.
