We have the same problem here; I set up a separate cron job to deal with it
as I couldn’t work out what to do in Sympa.
I thought that clean_delay_queue controlled this, and the code seems to
indicate that it should, but on our version ( 6.1.11 ) it is not doing so.
The other bad queues are cleaning out correctly, though.
My guess is it is a bug :)
