Hi!
We had a same problem. I found this feature request from 2010:

We created a patch for our system.
Now it uses the lists' custom_vars parameter: if a var exists with the
"urlize" name, then it will use the URLIZE functionality for that
list.
(It will send a website link instead of the file for the attachments
bigger than urlize_min_size set in the Sympa.conf file)

It may not be perfect, but I'd recommend a similar functionality to
Sympa, because I think it can be easily implemented and it is a
required function.
