I think you were correct. While there were no obvious spaces in the listmaster parameter, I ended up retyping the entire line and that seemed to do the trick.

The content of the listmaster parameter is a comma-separated list of addresses. No spaces anywhere (I know it's dumb, but if I remember well spaces break the list of addresses...).

I've added their email addresses to the sympa.conf file as with other listmasters however this alone does not change them to the role of listmaster(in the DB?). I've tried restarting sympa itself but they still don't become listmasters.
