I don't fully understand what is your situation and what is you problem, since your first message in this thread was somehow laconic.

You should at least provide some informations to get help from sympa-users:

• your sympa version
  
• a precise description of your environment
• a precise description of your issue
• extract of your log files and other required mail,etc

Given the error message you get in your mail server logs (Insufficient permission), you should check the rights on /u01/app/cru/sympa5/bin/queue program. It should have the following rights : "-rwsr-xr-x 1 sympa sympa "

/etc/sympa.conf
/etc/wwsympa.conf
/etc/mail/sympa_aliases
/etc/httpd/conf.d/sympa.conf
