Hi,
I think what you are looking for is purging a list which is only available to the listmaster per web interface. However, I could imagine it could be possible to have an authorization scenario for specific lists (template) that would allow list owners to purge a closed list.

We have a very large number of lists that are only active in any given year
and after that get removed for good. I am not interested in leaving list
data behind and list creation/deletion delegated to users without shell
access, so they are unable to manually remove list data afterwards.
