Hi,

Yes it is possible: you can subscribe these people to another list, and 
specify in the "send" scenario that only people subscribed to this other 
list are allowed to send messages.
Use something like :

is_subscriber(<authorized posters list name>, sender)         
smtp,smime,md5         -> do_it
true()                                                                
                    smtp,smime,md5         -> reject
