For instance a file 'å' (in latin1) is encoded as =C3=83=C2=A5 after
the upgrade, that is double utf8. It is then not possible to retrieve
the file from wwsympa. Renaming it and its .desc manually to =C3=A5,
which is single-encoded utf8, doesn't seem to help. Is there an
index-file over shared files somewhere and how do I rebuild it?
