Sendmail uses a secured shell, SMRSH. It obliges you to "declare" the program that can be called from the mail aliases, including /home/sympa/bin/queue
Check our FAQ <http://www.sympa.org/wiki/faq/sendmail#queue_not_available_for_sendmail_programs> for a solution to this configuration problem.

I had a similar problem with postfix, and needed to change the rights on the sympa home directory so that other processes could use it... If its just sympa running on the box and no other users then could do /chmod 655 /home/sympa/ but if you've other users on the machine then try making the sendmail user a member of the sympa group.
