I think that supporting the several layers of priority on questions
asked (and decisions taken) could be helpfull.

For instance, assuming that wwsympa is OK for most of the times for
apache2 (if available), and set defaults accordingly, and only ask if
priority for debconf questions would be lower...

Thus apt-get install sympa wouldn't ask, and dpkg-reconfigure -plow
would, maybe ?
