That's the normal behavior : listmaster inherits owner privileges but 
doesn't inherit moderator privileges. That's safer to prevent 
confidentiality issues. Of course, as list owner, you can still add 
yourself as moderator, but that's a different action.

If you wish to change the behavior, you can add a 
"is_listmaster([sender]) md5 -> do_it in all scenarios via a 
include.<action>.header file.
