Yes.  Use the list config setting "include_file"

include_file <path to file>

This parameter will be interpreted only if the user data source value is 
set to include. The file should contain one e-mail address per line with 
an optional user description, separated from the email address by spaces 
(lines beginning with a ”#” are ignored).

Sample included file :
      ## Data for Sympa member import
      address@concealed John Smith - math department
      address@concealed Sarah Hanrahan - physics department
