in this way works but thre is a big problem.
All users subscribed to "foo" which send a message to "foo" mailing list
will have their messages blocked to mailign list "foo-authorize" unless it is
defined as a open list.

But actually mail can be sent and are archived and sent to subscribers of "foo"
mailing list but people of "foo-authorize" cannot receive it.

to "foo" mailing lsi can also be received by them ?
This is not a feature you can do only with scenario. Here is an idea :
- make mail aliases like this :
foo: "|/home/sympa/bin/queue foo@dom","|/home/sympa/bin/queue foo-authorize@dom"
- install some custom scenario for list foo and list foo-authorize so a message sent to foo is distributed to foo and foo-authorize depending on what you want
- force the reply-to header in list foo-authorize

The problem with that solution is that you can't hidde completly the list foo-authorize
