Did you check this chapter of the docmentation :

You can list *any* list parameter or message template in the edit_list.conf.
But you can't just forbid all templates edition ast once, at least not 
via edit_list.conf ; you should customize the admin_menu.tt2 web 
template instead. You can remove the "customize" link from this template 
to prevent file edition.
